Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, as stated by law enforcement.

A man, 24, was arrested in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was detained for suspected conspiracy to commit robbery. They both are still being held, the force said.

The arrests follow a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers were robbed of their suitcases after getting out of a parking garage elevator.

A toddler aged three was among the injured in the event. Five people went to hospital for treatment and were later released.

Police arrested a man in his thirties on suspicion of robbery and assault close to the location. He was subsequently released under investigation as the investigation proceeds.

Authorities were called at about 8:10 in the morning GMT after reports came in regarding a number of people injured by an irritating chemical believed to be an irritant spray.

The assault - an event that authorities stated was isolated and not being treated as an act of terror - caused delays to rail services and the partial closure of the main airport tunnel and the T3 parking facility for a short time.
